West Monroe Partners, a national business and technology consultancy, today announced Tom Hulsebosch as the new Chicago office leader, effective January 1, 2020. Hulsebosch, a senior managing director and member of the firm’s executive team, has headed the firmwide Energy & Utilities practice since he joined West Monroe in 2008. He also has led the Dallas office for the past three years.
Hulsebosch assumes leadership from Doug Armstrong, Chicago office lead since 2014. Armstrong will focus on his existing role as chief operating officer, with practice leadership oversight and responsibility for promoting collaboration and operational consistency across all West Monroe offices.
Hulsebosch takes the reigns in Chicago as West Monroe aims to increase its local workforce from 800 people today to 1,600 people by 2024. The firm recently announced plans to move its downtown headquarters to 311 W. Monroe Street later next year in a deal that doubles its footprint and includes naming rights to the newly renovated office building. Founded here in 2002, West Monroe is recognized as one of the best workplaces in Chicago.

Hulsebosch will continue to lead the firmwide Energy & Utilities practice, which he launched and has guided to become a recognized leader in helping utilities navigate complex transformation. Additionally, the Dallas office has grown by nearly 10 times under his leadership, reflecting the full breath of West Monroe’s capabilities and guiding development of the firm’s second technology hub in Dallas.

In 2015, Consulting® magazine recognized Hulsebosch as one of its “Top 25 Consultants” in 2015. Before joining West Monroe, he was president and founder of Strategy 2 Solution, LLC, a consulting firm focused on developing executable and sustainable wireless network solutions for municipalities, utilities, corporations, and service providers. Previously, he was vice president of municipal network sales for EarthLink Municipal Networks and spent 19 years in a variety engineering, product management, and sales roles with Motorola.
As part of West Monroe’s Fischer Global Fellowship program, Hulsebosch recently spent three months volunteering with Genesys Works in Chicago to enhance collaboration with the Chicago Apprentice Network and introduce consulting as a new career path for lower-income students through professional training with Genesys Works’ education program. He is the first employee at the director level to serve as a Fischer Fellow.
